The package is not the number.
The package price, and then everything else: flights to your gateway, vaccinations, gear, insurance, the hady and what you will spend without planning to.
Almost every conversation about the cost of Hajj is a conversation about the package price. That number is the largest single line, and it is not the total.
Two people on the identical package, in the identical room, routinely finish thousands apart. The difference is everything below.
What the package covers
Recent seasons for US pilgrims have landed in these ranges. Treat any specific number as last season’s number until the new packages are published.

A package typically covers accommodation, Mashair services, ground transport between the sites, and often meals. Read the specific package rather than assuming — Choosing a Package goes through what each line means.
What it usually does not
Flights, or part of them. Some Hajj packages include international group flights, while others let you arrange your flights separately through Nusuk using Almosafer. Even with a group-flight package, getting yourself to the departure gateway is usually your responsibility. If you do not live near that city, budget for the additional flight or train, possible hotel nights, baggage, meals, and enough connection time to arrive without starting Hajj already stressed.
Vaccinations. The meningococcal ACWY vaccine is a condition of entry rather than a recommendation. Others may apply depending on the season and where you are travelling from. Costs vary enormously by country and by whether your insurance covers travel vaccines.
Travel insurance that actually covers Saudi Arabia and pilgrimage travel. Read the exclusions; some policies exclude organised religious travel or pre-existing conditions in exactly the circumstances you would need them.
Gear. Ihram sets, footwear you have broken in properly, an unscented toiletry kit, a light-coloured umbrella, a power bank, a Mashair bag. Individually small, collectively not.
The hady. The sacrificial animal is required of Tamattu’ and Qiran pilgrims. It is often arranged through the package — confirm whether yours includes it, because the answer is not consistent.
Zamzam, gifts and the things you did not plan. Nearly everyone brings something home for people who asked. Nearly nobody budgets for it.

Room occupancy is the single biggest controllable variable after the package tier itself. Beyond that: whether flights are included, how far you live from a gateway, and whether you are travelling as a family who can share.
How to budget for it honestly
Start with the package tier you realistically expect. Add flights — including domestic. Add a gear and vaccination allowance. Add insurance. Add a genuine figure for gifts and incidentals rather than an optimistic one.
Then add a contingency, because something always comes up.
